Can the Garaggakal use its Phase Through ability to become incorporeal for one round to trick the PCs into wasting attacks on it?

Funnily enough, the creature is paying itself through solid matter, not going becoming incorporeal. Like the Flash. Kinda. I'd think not, or if so, only physical attacks, not energy ones
