Are ability scores retroactive?

In Pathfinder according to James Jacobs when your score increases to the point the modifier goes up it affects you retroactively. Such as HP and skill ranks per level. Is this still a thing?

Page 26, chapter: Leveling up, paragraph Step 1.

Edit: There's a small error in the example in that paragraph, because it still uses the level 4 increase to an ability score instead of level 5, so the numbers are slightly off, but it still works to explain it until the error gets corrected.
