"Simple" question: there's a way to get the alternate FCB of a different race?

Half Elves can get FCB from Half Elves, Elves and Humans, Half Orcs can also get Human afaik.
Racial Heritage (that race) feat. Requires you to be human, though (or count as human, anyway, so half-elf and half-orc work too).

Barring PFS and strict rules tables, there is always "Ask the GM".
It never hurts to have a thematic reason for it in your character concept.
(It should be more than "my gnome oracle wants an extra spell per level".)

An aasimar with Scion of Humanity or a tiefling with Pass for Human work also.
However, if you want that specific FCB from level 1, you need Racial Heritage at the same level. And in case you are no human, losing the only level 1 feat can be a pain. Classes with a bonus feat at level 1 reduce the problem.

If that race qualifies as human or can be made to qualify as human with an alternate racial trait, then Racial Heritage (Halfling) will take care of you.
If your character can't qualify as human, you are out of luck unless your GM allows the use of 3rd party material, in which case there are feats that don't require you to be human that grant you pretty much the same benefits as the Racial Heritage feat. I seem to recall seeing such feats in Bloodforged by Dreamscarred Press and in More Forgotten Feats by Flaming Crab Games.
I think human is good. As arcanist, the halfling is a bit unlucky with stats. My gf want to build a school savant, so I suggested a way to get some early exploit.
