So, what's the best way to maximize the Piloting skill? My first interpretation at 1st Level has been to build a Human Ace Pilot Operative with Skill Focus: Piloting. With Dexterity 18, that's +13 at 1st Level based on my math - not even counting equipment. I have not gotten that far into the weeds yet.

Lashunta Ace Pilot Operative, 18 dex starting, piloting as skillfocus.
As far as I checked there's no equipment to boost skills that isn't an insight bonus.
lvl 1 (+14): 1 rank, +2 racial, +1 theme, +3 insight, +4 dex, +3 class
put levelup into dex (19) and buy the +2 increase
lvl 5 (+19): 5 ranks, +2 racial, +1 theme, +3 insight, +5 dex, +3 class
put levelup into dex (20) and buy the +4 increase
lvl 10 (+26): 10 ranks, +2 racial, +1 theme, +3 insight, +7 dex, +3 class
lvl 11 operative's edge now outweighs skill focus (+27)
put levelup into dex (21) and buy the +6 increase
lvl 15 (+34): 15 ranks, +2 racial, +1 theme, +5 insight, +8 dex, +3 class
put levelup into dex (22)
lvl 20 (+41): 20 ranks, +2 racial, +1 theme, +6 insight, +9 dex, +3 class
Add +2 when evading or trick pilot actions during a chase, if you took Uncanny Pilot.
Edit: There is equipment that helps out, the ship computer. So that gets added as well. Max is +10 from that, so you max out on +51 on your own.

Should I have used the word upgrade then?
As you can see I didn't stack them.
level 1: dex 18
level 5: dex 19 +2 upgrade for 21 to get a +5 bonus
level 10: dex 20 +4 upgrade for 24 to get a +7 bonus
level 15: dex 21 +6 upgrade for 27 to get a +8 bonus
level 20: dex 22 +6 upgrade for 28 to get a +9 bonus

Star Shaman's insight bonus to piloting eventually gets to +7, where an Operative's only gets to +6. Additionally, assuming you're in a fighter of some kind and you've stripped the windshields/cover off of the thing (or are in the tiny Eoxian ship), you're outdoors and able to see the stars; at 6th level, that's two rerolls a day for failed attack, ability checks, skill checks, or saving throws.
