I'm assuming the 30 is actually # of bullets and just have a few stray bullets, But does that mean the special material cost per cartridge is per 30 bullets?

If I am reading your question right, I think that you are trying to use the word cartridge incorrectly.
Projectile small arms have capacities of 9-16 cartridges per magazine.
Special material prices for ammunition are priced per cartridge, and there is no reason to assume that those prices are supposed to be the price difference per 30-pack, or they would be very, very cheap.

A cartridge is the casing that includes the bullet and the charge (traditionally: powder).
Gun terminology gets wacky quickly and people get picky about it. Hence the early snarling about small arms and 'long arms'
