Hey Vy. The recruitment page (which you made it to) is where you watch and see what games get posted, and if you want to submit to one, you post in it (known as "dotting" because it will then show a dot by it in the forum so you can more easily follow it when re-checking the page.
All the rules for character creation, etc, are up on http://www.d20pfsrd.com (individual GMs will post what races/classes they allow and how they want you to do your ability scores).
To build a character, go up to "My Account" ^^ up at the top of the page there, and create a new Alias for a new character. You can look at my aliases if you want an idea of how to arrange things.
Also, for posting, there is a link at the bottom of the post when you are replying that says "Show" which will show you how to roll dice and use bold for talking and italics for internal monologue, etc.
I'm sure there is plenty more, but that is a place to start.
What other questions do you have?

I've tried going to create alias. It only allows me to input a name and to pick an avatar. How do I input information?
On your home page click "Aliases." Your new avatar should appear there.
Click on the avatar, and go to "Profile."
You will see a link that says "Click here to create a profile." Click that, and then fill the stuff in!

Most of my characters are either level 10 or 11. Would you recommend I making level 1 characters?
Not really.
You should avoid creating alias for characters that are not into a game yet. While it’s good and fun to have an already prepared alias, most of the recruitment from games have rules of what the DM allow and don’t allow, and rarely will be the same as you used to create your hero.To get started, I would recommend reading from the recruitment page, which are still recruiting players, find games that interest you, read the recruitment rules, create a concept/hero, and apply for it. Also, most of the games starts which post recruitments here start at level 1.
Also, Welcome to Paizo Forums and have fun. :)
