Ok, so it is understood that until a PFS character reaches level 2 you can change that character as you see fit. After that, is there a way to change something?

For example, I have a level 3 character that I realize should have learned a couple of different languages/put skill points in different slots. Are we stuck with what we have, or is there a way to pay (in fame or gold or something) to change?

You need a copy of Ultimate Campaign. The Guide to Organised play explains how the Retraining rules are used. (basically, it costs fame and gold)

You can use the retraining rules from ultimate campaign, and spend 1 prestige point per day. Skill points and known languages are ridiculously expensive under that system, so your best bet is to level up and put points in linguistics, or put your favored skill point into skills and retrain a hit point.

Actually, you're not stuck. If you have Ultimate Campaign, page 188 is where the section on Retraining starts. I do not have the book handy currently but the gold cost per item being refrained is 10 x character level x the number of days to retrain. In PFS, there is a prestige equal to one point per day required to retrain the item.

Please keep in mind that, per PFS rules, you are required to own,Ultimate Campaign in order to have retraining available after level 1.

That being said, I think retraining skill points ends up pretty expensive relative to other things. It might be easier to just leave them where they are and boost the skills you want next level.

Retraining skill points takes 5 days, which lets you swap a number of skill points equal to your intelligence modifier (minimum 1, I assume). So, it depends on what your INT mod is and how many points you need to swap. If you can do it with one retraining, it would cost you 150gp and 5 prestige (1 per day). That might be workable. If you've got a low INT mod, it could cost quite a bit more, depending on how many points you're reassigning.

Its also cheaper to swap a point out of linguistics, and back into it, than to relearn a language.

Bignorsewolf's suggestion is what I do for lower Int characters.

It's cheaper to use your Favored Class Bonus on an extra skill rank and spend 3pp on an extra hit point than it is to use your Favored Class Bonus on an extra hit point and spend 5pp to move a skill point.

EDIT: and he beat me by 9 seconds...
