Question about new Focused Monster Expertise feat and the Hunters Band Item.

Rules in question:

Item: Hunters Band

Feat: Focused Outsider Expertise

So the hunters band says "If the wearer is a ranger, the hunter’s band increases his favored enemy bonus on attack rolls by +1 for all his favored enemies".

Will that increase the bonus I get from the focused expertise feats?

In this case if I had a Favored Enemy(Outsider[Evil]) +4, would I ignore up to 5 DR/good of evil outsiders?

Since it's only increasing 1 little part of it I don't think it increases it for focused expertise.

If it said, this increases your FE by 1, thus applying to all aspects of the FE then it would work. Similar to gloves of dueling and the fighter's weapon training.
