What is sounds like. What is the lowest level Wizard spell that has the most attack rolls involved -- I need something that I can use to bust through Mirror Image quickly.

Use an area of effect spell and you don't have to worry about it.
Things like flaming sphere or fire breath will work well.
If your goal is to get rid of the mirror image spell for martial characters, you're better off using a different like hitting the target with something like hold person, blindness, etc that makes the target unable to effectively mount an offense.
fiery shuriken gets an attack for every two caster levels.
