Can you ride a pony that was summoned with summon monster 1?
I don't see why not. As long as you can communicate with it, and either animal handling or ride should be good for managing a pony, you can get it to do something other than attack.
I don't see why not. But having summoned it doesn't give you a bonus to your Ride checks, if that's what you mean. And summon monster I doesn't last very long.
No one rides Bill the pony.
Mount is a good alternative. It lasts longer.

If you have a Shared Language. If not, you can only designate it to attack things. GM may allow handle animal in place of a Shared Language. Though the short duration of this spell will likely make it impractical.
As mentioned by others, the Mount spell is better suited for summoning mounts.
