I waited a bit as things got settled in after GenCon and the feedback on the guide as this isn't directly on the guide, but you used to be able to use the metal sidheron made by the same company that makes the pathfinder pins as a reroll in the past - but when it went over to the website it has not appeared there.
Was this purposely removed or was it overlooked?
If it was purposely removed is there a reason why?

If we are attempting things like the t-shirts and the rest to gather interest or market the group. This is made by a company with ties to paizo where we already have benefits from their products. I don't see why we couldn't add this back into the list.
I've had more conversations and interest from people interested in what the sidheron is from outside of pathfinder and willingness to give it a try than I've had from a foilo or t-shirt.
Would it be possible to consider adding it then? Not all of us are comfortable wearing t-shirts. Most people just carry the foilo and never write in it (using it as rules reference).

Technically speaking, the sihedron was never approved for re-rolls, though I can certainly understand your interest in having it added. The creation of the new approved re-roll reference list should reduce/eliminate the occurrences of people using unapproved items for re-rolls.

Instead of a reroll, I'd like to see it allow one bonus, but with some other penalty.
That or to force a reroll or penalty on the GM.
Force a GM reroll and you have to roll twice and take the lowest on your next d20? Unless your character worships Lissala or is a Thassalonian wizard archtype of course. :-)

I'm pretty sure your recollection is at fault. I bought one of these for my wife as soon as they were released; if it had ever been declared to be a reroll-eligible item it would have removed the necessity for her to remember to have a Character Folio with her if she were going to a game night directly from work (it would not be appropriate for her to wear a reroll-eligible shirt at the office).
Nowadays, of course, you can always claim that it qualifies as a reroll item under the "Pathfinder Society cosplay" clause introduced in season 8.
