Eidolons are like an imaginary friend made real. Phantoms are basically spirits that manifest at a Spiritualist's whim. Very different. The phantom can progress, but cannot be modified by the character.
While it appears Spiritualists and Summoners are very similar, appearances are deceiving.

I think you are posting in the wrong sub-forum for getting the kind of answer you are looking for. Milo gave the correct answer for this forum, even if it wasn't at all what you were looking for.
If you want suggestions on implementation, post in home brew.
If you want the philosophy of it like Fourshadow wrote, try discussion.
Rules will pretty much tell you if there is a canonical way to do it or not.
EDIT. Going back to OP, you actually were asking what options you might have, so Milo was less helpful than he might have been, maybe he hadn't had his coffee. I haven't seen anything specific for what you can do there, but I really haven't been too excited by that rules arc.

A player in my group wants to know if he can use Eidolon feats on his Phantom. What might be some potential problems with that? Would you allow that or no? Are there many Spiritualist specific feats out there?
Not as familiar with the Occult classes.

Yes, there are phantom specific Spiritualist feats that enhance/alter the phantom.

Keep in mind that phantoms are more powerful than animal companions and some configurations of Unchained eidolons, so house ruling their feats on phantoms could have unforeseen consequences on the character's power level.
