There's a boon from Gencon which allows you to apply 1 scenario's worth of credit to a PC, and it scales up to level 20.
You can get to 20 the old fashioned way, and then apply 3 of those, to get to 21.

Would level 21 even be a legal character level? Nothing in the normal rules allows that.
Well, you can create a L21 character however you want. Given that any audit as to its legallty will come when you try and PLAY him and that you can't PLAY a L21 character then I think the character is in a perfect Quantum Entangled state and is simultaneously legal and illegal.

Forget about playing at level 21...there's no way that I'm aware of that you can actually play a level 20 character.

Nefreet is likely correct about the boon followed by Race.
I'm not entirely sold on level 21s being legal in society play.
None of the level based tables in the CRB go past 20, though there are the optional rules on page 406 for epic-level play. They are clearly stated as being incomplete and only included to provide something use in a pinch.
On the other side of things, the PFS experience system says that you level up every 3 xp. There are no restrictions on level in the PFS guide.

That only works if the character is Schrodinger's Catfolk.

You can play Race for the Runecarved Key in 12+ Tier at level 20+ even if you already played it so long as you are making a legal table for no credit.
I can't promise it will be challenging though.
You can't get credit for it twice on the same character. And if you are playing a table for no credit, you obviously can't apply it to a character.

good time. You should (in this instance only) receive a
Chronicle sheet for the adventure, though the GM will
denote that you earned no gp, Prestige Points, Fame, XP,
boons, item access, or any other benefts or disadvantages
otherwise normally awarded by a Chronicle sheet...
You are able to you just get a blank chronicle for it and risk your character dying or something even if it is pretty unlikely at level 20 and 21.

It's a Chronicle with no rewards, no gold, no Prestige, and no XP. so you can't use it to advance a character.
