In answer to the last part of your question, it's variable. It MIGHT spoil something, or it might not, depending on which, if any, other players at your table played a certain character in Rise.
However, except for that situation, they're relatively independent of each other from what I saw?

They're both amazing adventures / caper flicks / cut scenes of the campaign.
If you think of them as caper movies where the details of the caper are less important than the details of how I see the teams have interacted on my runs, Serpents Rise is kinda Oceans 11....
and Serpent's Ire is kinda Ronin.
