Is it legal to run with only the 3 characters? Given the power creep a reasonably built team of 3 will still probably crush the module.
I don't think it is technically legal but it definitely seems like it should be. I guess there would be a bit of peer pressure to play on but people playing modules with a lower character range of 8+ should be able to withstand that pressure

A legal PFS table requires four characters, and a maximum of one of those can be a NPC pregen. If you are running material outside of the level ranges that the pregens cover you need a minimum of four players to run a table.

Back in Feb 2014 Mike Brock said you could run an AP in campaign mode even using a different RPG system! So if one of the readings of the new guide, that all sanctioned modules can now be run in campaign mode is right: a window may have opened! Though Module mode paragraph implies they cannot, the campaign mode section expressly says they can so I would watch this space.

Looking at the paragraphs in the new Season 8 Guide for Campaign mode, Module mode and Sanctioned material. You still need to follow the rules provided with the sanctioned module's chronicle sheets on how to run a table. The sanctioning documents for Thornkeep, Emerald Spire and all of the older 32 page modules don't allow campaign mode to be used.
Having only 3 players in campaign mode would be fine, but it looks like you're still limited to using campaign mode with APs and the newer 64 page modules. Unless campaign leadership makes adjustments to all of the module sanctioning documents after Gen Con.

^^This is correct.
32 page sanctioned modules - Do not allow for a campaign mode and must be run in accordance with PFS rules.
64+ page sanctioned modules - Campaign mode is only allowed if indicated within the sanctioning document (Rules to run the Module and Chronicles) for the module.
Adventure Paths - Campaign Mode or Module Modes are available unless otherwise indicated in the sanctioning document.

Thanks for letting me know. What I was remembering is a thread about running Jade Regent using 13th Age! Pretty sure Mike said it was OK as long as it was campaign mode.
If Mike (or anyone else) clarified this further & I missed it, mea culpa. If there is a list of restrictions on how campaign mode works I'd appreciate any help in my efforts to dig them up!
Vinyc & Preston! Thanks for the clarifications!
I will spread the word!
In addition to scenarios, the Roleplaying Guild also offers sanctioned modules and Adventure Paths. This additional content works differently from standard scenario play as outlined below.
Characters: Depending on which mode the content is played, only certain characters are allowed .
Campaign Mode: For sanctioned modules and Adventure Paths, GMs are allowed to use their own rules for character creation and running the presented content (the entire book or series)
Should be read as meaning. For those modules & APs which have sanctioning documents permitting campaign mode......
The current wording caused some of excitement.

All sanctioned APs can be run in campaing mode. There are no APs that were written for 3.5 sanctioned. (rise of the runelords only has the anniversary edition sanctioned)

Tineke is correct. There are no sanctioned 3.5 AP's. So William, your original assertion is correct. If I wanted to I could run Iron Gods in Savage Worlds or Giantslayer in Harnmaster or some other system if I want to.

Mitch & Tineke.
Thanks! I was pretty sure of my facts not least as Jade Regent is PFRPG and we are still waiting for any 3.5 APs to be sanctioned but I am always willing to change my position if proved wrong!
That and This
I will not be surprised if there are a few speedy clarifications to sanctioned material and some other parts of the new guide!
