I have a player that wants a cat as a mount in Golarian....I know that the cat needs to be large. Are there any other considerations I need in order to get him to be able to have the mount? Like Feats etc to be able to control an exotic animal or anything. He is a shield champion.

No he should only need ride and possibly handle animal. The real trick is getting the weird animal in the first place. Basically treat as a horse. He knows and can be taught tricks. If given the same training as a horse it can be ridden similarly by RAW. As a dm feel free to make it behave more catlike. Remember animals are always under dm control. Gotta love a good mount :)

Likely the reason cat isn't on many lists for riding companion is how it would trump many others (basically all others) and a GM should be wary of giving it full status as such.
With a lot of training a small pc could train his companion however. It would require a lot of specialized equipment. Saddles would have to be exotic for instance.

For the question: No he only need the skills handle animal and ride.
For feats he could consider:
Animal companion, it needs "Nature soul" as a prerequirement.
Boon Companion, if he wants it to have the same level progression as a Druid.
Undersized mount, if he cant wait until its lvl 7 to grow large enough to ride.
But in the end its wholly up to the GM if he wants to allow it, you could look at the cat companions that a druid can get for easy stats if you want to look over the options first.
Lastly.... is he trying to be "He-man" by any chance? And is he asking for the cat to be green?
