Feedback on Random Magic Item System

Just wanted to get some feedback and maybe some ways to improve upon a magic finding system I have been working on. Basically I award my players tokens which represent a percentage (I’m thinking 3%)that can be added together ,up to a maximum (I’m thinking 15-20 max) to roll for random items on a chart containing items found in the ultimate equipment book. Just want to know what everyone thinks about the percentages and if I should add/remove anything.

Token System

Tokens Rewarded For: Rolling Natural 20
Healing Party member when below 25% back to at
at least 50%
Killing blow with at least half of total damage
done by you
Doing anything note worthy role playing wise,
DM discretion
1 Token = 3% chance to roll for random magic item and can be stacked. (20Max)
5 Tokens minimum to roll for item on item table.

Magic Tier Level To Use Tier
Least Minor lvl 1-2
Lesser Minor lvl 3-5
Greater Minor lvl 6-7
Lesser Medium lvl 8-12
Greater Medium lvl 13-15
Lesser Major lvl 16-18
Greater Major lvl 19-20

To roll for magic items, turn in Tokens and calculate % chance to find item.
Roll for appropriate % dice to see if you find item for current tier.
If roll is successful, roll for item in current tier in Item Table below.
Missing % roll by 15% or less drops you 1 tier, and so on.
Example: Lvl 6 character turns in 10 tokens for 30% chance to roll for item. Rolls a 50%, therefore has to choose from Least Minor Tier.
