James, how does a greater devil decide when a lesser devil is promoted?
If a lesser devil became Mythic do you think that would be a good reason for promotion in the ranks of Hell?

Devils are not promoted, they usurp power from their prior superiors in an orderly and legal coup.

You're asking for rules for a story event. The key to writing a story is to decide first how you want it to end.

There are no hard and fast answers to this kind of question. Remember that this is the plane of evil. A greater devil noticing and up and coming may very well try to kill it as an emerging threat to his own rule. Such a devil may well ascend by his own maneuvering rather than being granted it.
