The general rule is that unless specifically stated to function outside of bloodrage, they do not.

The rules for bloodlines do not mention that they have to be used in conjunction with bloodrage.
Many bloodline powers state that the work »upon entering bloodrage«, are usable »once during a bloodrage« or something similar. Those that do not can be assumed to work when not in bloodrage too. I can't really see it any other way.
So Fated Bloodrager and Draconic Resistance are always active.

The rules are clear that only things that say they work outside of rage do so.

Second sentence under general description of bloodlines for bloodrager on SRD. It's kinda an odd place for a rule, sadly I can't seem to get this phone to podt a quote well.

You are absolutely correct. My mistake. I had missed that rule and upon answering this I re-read the rules for the class feature Bloodline. But, as you've pointed out, it isn't mentioned there. Well, at least now we all know why this is a relevant question to ask ;)

It occurs to me that there should be a feat to make those active even out of a bloodrage.
That's well beyond the power of a feat. It's a free permanency for things like extra reach, size increase, turning into a unicorn, haste, and so on. Fey, for instance, would be getting Confusing Critical plus some other stuff. Maybe a 15th level feat for always getting your first-level bloodrage ability?
