Ultimate Intrigue: Quiet Death and Silent Dispatch

A question about Ultimate Intrigue: Is it right that without the Quiet Death feat or the Silent Dispatch talent, attacking someone (even stealthily) allows anyone nearby to make a -10 DC Perception check to hear what's going on? And so something anyone within a 100 feet (given the usual distance penalties, and barring obscuring walls, etc.) will automatically hear?

If that's right, it would entail that only a 10+ level rouge (required for the feat) or a 2+ level Vigilante (required for the talent) is capable of quietly disposing of someone. (Or a spellcaster able to cast Silence, of course.)

That would be a bit disappointing.

For example, it would entail that a 20th level Ninja has no way of quietly assassinating someone, for they have no way of getting either that feat or that talent. (A ninja can't quietly assassinate someone?!)

If Silent Dispatch is a rogue talent, a ninja should be able to pick that up.

But I don't actually have the rule book to look at the talent right now.

Silent Death is a vigilante talent, not a rogue talent, so that doesn't seem to be an option. (There is an advanced rogue talent that allows a rogue to take one vigilante talent, but ninja's don't get access to advanced rogue talents.)

For those without the book, here is the text for the Quiet Death feat:

You have learned to dispatch your enemies with the silence and grace of an accomplished assassin.

Prerequisites: Dex 19, Stealth 10 ranks, rogue level 10th.

Benefit: When you ambush an enemy or enemies that are unaware of your presence, you can roll a Stealth check with a –5 penalty. The result indicates the Perception DC to hear your attacks (rather than the normal DC of –10 to hear pitched combat) until an opponent’s first action, when the DC returns to –10. Other enemies present can still see the attack; Quiet Death only prevents the sounds of battle from alerting further enemies.


Now that I've had time to look up both Quiet Death and Silent Dispatch...

Silent Dispatch is a vigilante talent and is unavailable to a rogue or ninja.

Quiet Death is a feat which requires rogue 10.

Ninja's count as rogues, thus they qualify.
