I am going to be making a new skin walker Hunter character & my DM is going to allow me to reflavor the were-bat kin into a were-owl kin.
I am going to be taking the feat at 1st level that allows me to take owl form, Owl Shape.
I will mainly use the form to acout/travel but in case I do have to fight in the form - Since the feat acts likes Beast Shape II & the owl is a Tiny animal, do I get access to the Weapon Finesse feat that owls have so I can use DEX to attack rolls or will I still have to use STR to attack?

The rule is that you MUST use DEX for CMB if Tiny and Smaller... which is the same benefit of having Agile Maneuvers, albeit they don't actually have said Feat.
Look at every Tiny creature, they all actually have Weapon Finesse as a Feat, and don't get it as "Bonus", they don't have more Feats than larger creatures of same HD..
So there is a general design paradigm that such creatures should be built TAKING Weapon Finesse,
but they don't get it as a bonus Feat...
Obviously if you want to build around this, and use DEX as melee ability, you take Weapon Finesse,
just like others who want to use DEX as melee ability. Otherwise you are free to go for STR build and use that.
(the Size bonus to ATT actually outweighs the penalty to STR)

Actually, many tiny creatures do not have finesse.
But, I believe the mistaken DEX for tiny comes from how familiars work. All familiars can use DEX instead of STR for combat. But not all tiny creatures do the same.
You will not have weapon finesse or a weapon finesse like ability. You would need to take weapon finesse to get the effect.
But, also, be ready to be asked how many licks it takes to get to the center of a tootsie-pop.
