'Mad Dog' Barbarian does not gain the ability to Rage, or Rage Powers until 4th level. Can the Mad Dog select:Extra Rage Power as a feat at 3rd level or is it not available until he can actually gain them normally?

The Life Link 'Life' hex for a Shaman...did this ability change from healing a party member only when they fell to -5 health or lower, to healing the party member whenever they fell 5 health below their maximum?

If you choose an archetype that removes or delays class features, the archetype's access to options that require those class features as prerequisites will also be removed or delayed. Extra Rage Power requires the Rage Power class feature, which Mad Dog gains at 4th.

You don't have Rage powers at 3rd to get an Extra one.

Note that you can retrain your 3rd level feat into Extra Rage Power once you do have Rage Powers, using the retraining rules in Ultimate Campaign (assuming your GM allows them).

No response regarding the Life Link hex for Shaman? It reads one way in the Advanced Class Guide, but on d20pfsrd it has an edit. I was wondering if this has been errata'd somewhere?

Is there a link to recent erratas?

Yes it was erratad to work the same as the oracle one.

Grand Lodge

Errata's are linked on their respective product page. Life Link was errata'd as such:

In the Life Link hex, in the second sentence, change “if the bonded creature’s hit points are reduced to –5 or fewer” to “if the bonded creature is wounded for 5 or more hit points below its maximum hit points.”

So the answer to your question is yes. Sorry, I missed it before or I would have answered it then.

Liberty's Edge

Life link is updated on the PRD too... so yes that means it was errata'd. Apparently, last July.

How odd...I read that on the PRD more than once and swear it did not say that...but now I see it there as plain as day.
