The subject cannot attack without breaking the spell but may use nonattack spells or otherwise act.
And I would say that inflict would not qualify as a "nonattack spell" so the casting would break the sanctuary. The exception to my ruling on this would be if you were casting inflict to heal someone with negative energy affinity.

If a Spiritualist casts Sanctuary on herself and then a harmful touch spell like Inflict Light Wounds, and makes her phantom deliver the spell, does Sanctuary hold, or it is dispelled?
I thought that since it is the phantom to make the attack, the spiritualist would remain protected by sanctuary. But I'd like a second opinion.
If you roll an attack roll, it would count as an attack. If inflict light wounds harms the target, it would require an attack roll, so it would be an attack.
I'm not sure with the phantom, though. Not sure if casting through a familiar/companion would be exempt from the sanctuary attack rules. I do think that ordering a companion/familiar to attack would be a grey area, if not a clear attack for the purposes of sanctuary.

I think that FAQ is fully applicable to this situation. You cast Sanctuary on yourself, not your familiar, and then let your familiar deliver the touch attacks. As the FAQ says, "The familiar is not you, and the familiar attacking does not count as you attacking".
Therefore, this does not break Sanctuary.
