Is the Barbarian Horde henchman supposed to be an Army?
Pathfinder Adventure, Adventure Path, Lost Omens, PF Special Edition, Starfinder Adventure Path Subscriber

No. The mechanics are completely unlike armies (only you encounter it).

To clarify: Army is is meant to represent a bane the whole party encounters (or possibly sometimes everyone at that locations. I don't recall any that work that way, but I could have missed one.) It doesn't just mean that card represents a large group of people. It would just be too broad, that way.
