...if you have a character based around a 'stealth' paradigm and another character places so much light in a given scene that they cannot sneak around(thus denying them access to the ability to get sneak attack via stealth)?

IMHO no. It is rude. It might be jerkish if they wait to create the light just as the encounter is starting.

But it isn't the most cooperative play.

Unfortunately, it is difficult in PFS to use Stealth unless you have a party that is happy to accommodate that style of play.

Humans and halflings adventuring with dwarves and half-orcs, it is tough to accommodate every character's preference for the light levels.

Just try to play the most cooperatively as you can, and accept that it won't always work out for you.

When I have my Cryptbrakers Draught going I have Light Blindness - so sudden exposure to bright lights blinds me (for a round) and Dazzles me for the encounter. I have had a fellow player pop a daylight spell on me without warning... at the start of an encounter... That would almost be PVP (blinding another PC at the start of a round)... but I figure the guy was just a twit.

I would say not. Also it is incredibly difficult to stealth in any circumstances, losing cover or concealment is going to screw you over and the majority of enemies are liable to have darkvision. Also those without darkvision are going to need some form of light source to work with.

The PvP rule talks about not being able to kill other PC's. Mildly inconveniencing people doesn't even come close.

Actually, with Hellcat's Stealth, I can hide in the light - so having bright light in an area ENABLES my Stealth checks.

It would be rude or a jerk move in very limited circumstances. Having Darkvision is not the baseline or norm thus being in any level of darkness is fairly crippling to most characters. Usually it's overall best for the party for there to be light. For this reason, planning your PFS character concept around having darkness is not a good idea from my PoV. Now if you happen to get a party with all members with Darkvision then it could potentially be a jerk move.

Don't get me wrong, I have a Tiefling wizard I play with my buddy's Wayang wizard and we love to sneak around for its advantages, but I don't drop darkness unless it's not prohibitive to the group and I don't expect our party to stumble around in the dark, cause the environment is advantageous to us.
