Lets say, for example, that I am a half-orc, and I just got to level 4 allowing me to increase my intelligence from a 13 to a 14. Now, when it comes time to select my bonus language to learn, what are my restrictions?
Am I only capable of selecting the half-orc 'starting languages' (Abyssal, Draconic, Giant, Gnoll, and Goblin), or can I select any language I want?

INT increased by level advancement should increase your languages known. It retroactively increases your skill ranks, so it follows the KISS principle. Since that's at best 3 additional known languages (starting with say the above 13 then adding in all 5 level advancement points), who cares.
Racial 'bonus' languages must be learned first IIRC, then you're clear to learn anything else unless your GM says otherwise.

you don't get any languages. You have starting languages and more by points into linguistics. Increasing INT doesn't give you more by itself.
I would err on the side of limiting you to your racial bonus languages unless you already know all of them, but it isn't entirely cut and dried.

Does anyone have a citation for being able to learn other languages with Int increases once you know all of your racial bonus languages? I have a character who will eventually be in that situation and would like to be able to provide a firm argument one way or the other.
Of course, since that character has a racial ability to learn two languages with each rank in Linguistics, I really don't care much one way or the other which is correct since I will inevitably have more languages than I can use anyway.

well, seeing as how humans have NO "racial languages" to speak of, it seems a might silly that high INT humans couldn't pick up whatever languages they want to. Same principle.

Technically, humans (and a few other guys) can learn any language as a bonus, as long as it's not 'secret' (Druidic being the main example there). They only start out talking in 'Common' tho.
I'm not a fan of limiting Int-bonus language selection myself, but it is what it is, and I can understand Int bonus languages being based on that list for bonus starting languages, with Linguistics giving you anything you can get your dirty little hands/ears/mouth on.
As a side note, the Int headband FAQ says those things should come pre-installed with a set language. I can just imagine the joy some looter would get as he waits to find out his new language ... and it's Common. (Although I think it'd let you grab just whatever's preloaded -- if it's, say, Celestial, that half-orc can still nab it.)
