There's a similar quote in the European theater from Goering, if I remember it right. He and another general looked up and saw the first P-51's over Berlin. The realization that fighter escorts could reach all the way there led Goering to turn towards the person next to him and say "It's over. We've lost."

She's apparently now modifying the license forms further than the previously granted alteration
