KingOfAnything (or whomever), has someone like Owen "confirmed" there is no rules twist for Round 2?

I mean, I know they have the rules posted, but I feel like in past years they waited till the Top 32+4Alts were announced to give the final bit of twist to it all.

Well...people did say all 223 remaining contestants should already be working hard on their map.
I'm going to take a deep breath & assume this is a mistake. And just work on my map. Because another day of working on it with uncertainty is still better than 48 hours of last minute certainty.
They'll clear this up in a tick, I'm sure.

I think last year the winners were notified in PM before the rest of us saw the results.

The contestants get an email, which I think is sent about the same time the top 32 (and each subsequent round) is revealed. Typically though that arrives AFTER you can see it on the Superstar homepage, though sometimes with crashes, you saw the email first (I think it was Mikko who thought he wasn't in and then realized he'd gotten an email? Or maybe Jacob 3? I'm pretty sure it was someone from Europe...).

Last season I got an email about being an alternate a couple hours after the public announcement.

Honestly, it could be any number of things and without dev confirmation its probably pointless to speculate. I'll be honest - I'm still in the running. I've got a map about 85%-90% ready to submit. Just need to tweak a couple of details. So I'm not stressing.

But its a map that I really like and if I'm not going to advance, I'm putting it in the vault in case someday I do advance. So, I'm as antsy as the next person to find out so I know if I'm going to spend the next couple of days obsessively tweaking the map.

The rules are what they are. There is no twist this round (other than suddenly having one less day of knowing for sure you need to produce something for it). :)

Next year's open call will be the map round!

They can very easily push back the Round 2 deadline a day and just chop off a day from the judge's time for that round.

Has the voting data been compromised in some fashion? Software issues sometimes have pretty big ramifications.

Hey folks,
Obviously we never want to have to delay things like this, but it's sadly unavoidable in this case. We'll be back on-track tomorrow. Because our schedule is tied into a lot of other things, none of the other dates of the contest (including the Round 2 due date) are changing, so if you think you might be in the Top 32, this is a great time to pick up your mapping pens... or software, or pencils, or whatever you map with!
We're working out how to try to ensure we don't ever have these issues again, though sometimes that falls into the problem of trying to foresee the unforeseeable.

Unfortunately not.

The Top 32 are going to get a MUCH more realistic approximation of what it's like to be a freelance writer than we intended - -deadlines stay constant or become earlier, things you need to begin work are sometimes delayed.

We've actually had around 4-5 days to turn in our map (plus 2 days once the winners are announced). If you're concerned for time I'd definitely recommend taking advantage of that (I was concerned so my map is almost done).

What primary sources would you recommend for those of us who know next to nothing about the River Kingdoms?

I own People of the River...and the ISWG, but I think that's about it.

I'm hoping People of the River is still a primary inspiration/source, as I've got some Android stuff that I cooked up when I thought it was going to be Numeria. Since the 'droids are in People of the River, maybe it will still work...

I'm no GM Solspiral but the entire Kingmaker AP is basically river kingdoms awesomeness. Not sure if reading APs is your thing or not but it's got all kinds of ideas and gazetteers and the like in there in addition to the campaign-specific content.

Well for starters Hanspur is a big deal. Also watch the Borgias on Netflix politics in the region are similar to that.
