Exactly what it says on the tin. The text of the card, should you chose to keep a randomly drawn weapon is "a character at your location is dealt 1d4 + 1 Combat damage"
So is it a "random character" or "chose a character"?
Non random as written. As intended, I'd say the same thing because it isn't that crazy to pick the character.
Well, "the succumb to temptation" effects are supposed to be punishing, so it doesn't make much sense if I could just choose a character with an armor to absorb the damage...
OTOH, I just read about the Umbral Dragons in AD4, so maybe I should just shut up and take my breaks where I can with damned (pun intended) WotR...
