Question about Cloak of the Manta Ray

Does the Natural Armor bonus only apply in water, or is it constant? Same with the tail attack.

Also, if I were doing a homebrew campaign and a character either already has a tail or has more than one tail, then as a GM could I give them extra tail attacks?

From my reading, the cloak is just a leather cloak unless you are immersed in salt water.

If you already had a tail, I would think that this would add a second tail to attack with.

So, if my existing tail is nothing more than a tool to express body language, it wouldn't merge with the magic tail-weapon on the Cloak of the Manta Ray? Pfft.

It sucks that it has to be salt water, though. In my own campaign, I would make it work in any body of water... And if your character had multiple tails (such as a kitsune with the Magical Tail feat) then you would gain additional tail attacks.

A single create water spell should allow you to use the cloak on land. CW can create salt water, and when you cast it so it falls on you, you are entering salt water.

Expect table variation though. ;)

I would need a wand of Create Water, and money is tight enough as it is when I am buying a CotMR. In PFS, most GM's would probably not let me get away with casting Create Water on myself to use the CotMR on land for even one round, and I can't cast Create [Salt] Water when I am already swimming in [Fresh] Water.
