Kinetic blast is a ranged attack, can I use feats like Rapid shot on it? Should I get precise shot?
Rapid Shot won't work normally, as you can't make a "full attack action" with a normal kinetic blast.
It should work if you are using a ranged blast that has iterative or can be used in a "full attack action" though. For example, it will work if you are using Flurry of Devastation.
Precise shot will work, period, so it's not a bad idea if you have melee targets. Shooting into melee + cover is a -8 penalty, which might even make your touch blasts have a chance to miss.
The regular kinetic blast is a spell-like ability and a standard action to use; Rapid Shot requires a full-attack action and wouldn't work with it blast.
As Felyndiira stated you'd need an infusion that'll allow a ranged full-attack action, such as Elemental Annihilator archetype's Flurry of Devastation, if you want Rapid Shot and things like haste to work.
Flurry of Blast would let you get a full amount of attacks but it does reduce the damage to a 1st level blast. Useful if you want to just apply lot of Substance infusion attacks or if you can get a high number of attacks.

But if you use an energy blast boosted with Weapon Specialization and other things, the flurry of blasts hits touch and multiples that boosted damage. Mostly useful to hit many little things. Did it say only damage was reduced?
