There are four reasons a Scenario is unavailable.
1. It hasn't been released yet, and on the website for a promotion / place holder. Currently I don't believe any Scenarios are like this
2. They are restricted to a minimum table size and are convention only. Anything that is levels 1-11 are going to be convention only
3. They are restricted to Venture Officer or have a GM Star threshold. These are rewards for VOs or for prolific GMs (usually 4+ stars)
4. They were removed from PFS play and are unlikely to be returned. There are a few older examples that were removed for various reasons, as well as the First Steps part 2 and 3.
So, even without specifics of what scenarios you were looking at, it's unlikely that you'll have any of them at your local game day. They may be available in a local convention, however. Post the ones you're looking for and we can clarify the restrictions.

You can still purchase the retired scenarios. They are listed in their own section as "Retired Scenarios". They cannot be run for PFS credit, though.

3-EX The Cyphermage Dilemma has been rereleased as 4-15 The Cyphermage Dilemma.
4-EX Day of the Demon has been rereleased as 5-14 Day of the Demon
Bonekeep 1 is the current 4-star special, and therefore is only available to GMs with 4 stars or more. There is no known plans to change this.
6-00 Legacy of the Stonelords is the current convention special, and will go for sale when 7-00 comes out (if they follow the same pattern).
Bonekeep 2 is currently large convention-only. There is no known plans to change this.

Dryder, for what it counts, if you aren't planning on using them for Society play and are only wanting them as pre-written templates of adventures for a home game then yeah you can go ahead and buy them. I am not sure if Bonekeep levels are purchasable by anyone not a 4 or 5 star GM but you might be able to ask one of them nicely for a copy.

The problem is that the ones marked as unavailable are not able to be purchased, for the various reasons outlined above.

Ah my misunderstanding, I should have read and understand what he was trying to say a little more clearly. Either way, asking nicely usually produces positive results.
