If core games can only use the core rules book, are you allowed to collect items on a chronicle sheet that are not in the core book?

YES!

They even recently updated that you can transcribe scrolls into your spellbook that are not core that are found or purchased off the chronicle sheet to add to your spell book. There is a way for spontaneous to get it too but a pinch more tricky.

This was one of the exciting consequences of introducing the Core Campaign: making Chronicle items relevant again.

In the Regular Campaign nearly everything you found on a Chronicle would have eventually become "always available" once you earned enough Fame.

Now, in Core, obscure items from non-Core sources become valuable commodities. Just the other day I watched someone get excited that they had found Antiplague on a Chronicle Sheet. That never happened in Regular play.

Follow up question, I probably know the answer, you still need the source the item comes from, right?

Not always. Sometimes the item is fully detailed on the Chronicle Sheet. But 99.9% of the time, yes, you usually must still own the source it comes from.
