What exactly does puttin manacles on an enemy in combat do exactly? all it says is the stats to get out of them. Can they not use there hands? Do they need to do a concentration check to cast a spell? Are they considered "grappled."

The fetters version of manacles says they are entangled and move at half speed, but there is literally nothing about the hands.

By RAW I don't think a creature in manacles even incurs an arcane spell failure chance.

Personally manacles would make it impossible to preform some tasks (eg wield two weapons) but otherwise don't hamper a creature much. If you want to hinder a creature you need to secure the manacles to something, like a wall. This would prevent movement, and could incur spell failure or make all somatic spells fail (depending on how exactly they are bound)

Fetters aren't manacles at all, they go on your ankles and as a result slow your movement.


Manacles do remove the "Requires a free hand" option of spell with an "S" component. It is 100% ASF, since ASF only affects "S" spells.

They do not prevent using both hands on a single weapon (THF) but do prevent using two weapons (TWF).

If the manacles are used in a way that locks the manacled to a place (like around a post), it prevents movement away from the place. (For the post example, they could occupy any adjacent square.)
