It's 3pp material, but the Unrestrained Spell metamagic feat from #1 with a Bullet Point: 5 Haste/Slow Feats[/b] does what you are looking for.

It doesn't technically work, but I would let someone use Widen Spell to do this at my table.
Speaking of which, I'd like to broaden the usage of Widen Spell by making the cost more accurately reflect the benefit to the caster:
Double the distance between a specific number of targets that must be within a certain distance of each other: +1 level
Double the length of a line spell, the angle of a cone spell, or the number of squares affected by a spell having area specified in number of squares: +1 level
Double the width of a line spell (treat as a very thin cylinder pointing away from the caster), the length of a cone spell, or the diameter of a circle or cylinder spell: +2 levels normally, but only +1 if the spell can only affect targets within a set distance of a surface (usually ground)
Double the diameter of a sphere: +3 levels normally, but only +2 if the spell can only affect targets with a set distance of a surface (usually ground)

Good luck with that. I've estimated before (and it's hardly original with me) that you'd want to roughly halve the level bump of almost all 3e metamagic feats, removing it entirely for those that are +1 level, before they're worthwhile to cast at the listed cost.
