NPC Resources (Possible spoiler for Port Godless)

My friend just ran Port Godless the other day, and there was a bit of controversy.

He was running the end boss - wizard with summoning spells. The wizard was invisible, and summoned a vargoulle. Then the next turn summoned a tiger (with infernal template).

Apparently the tiger is on an alternate summoning list, but the GM had the AP module where it came from (#53 Tide of Honor). According to additional resources, that is allowed for players.

The players protested that the tiger was illegal, and eventually my friend changed the summon to a celestial lion.

I would like some clarification about whether or not what my friend was trying to do was illegal, and specifically why.

A few things to note:
- I have not read Port Godless, I don't know the BBEGs tactics, etc.
- I do not own AP #53 Tide of Honor, and I haven't looked at the list.
- Additional resources for PFS Organized Play says the list is allowed, but does not list any restrictions (like deity, for instance)
- I searched for this topic before posting, but my forum skillz are not very good, so I apologize if this was covered somewhere else.

For the record, I don't have the scenario, or the AP, but:

NPCs in scenarios aren't limited to the same restrictions as PCs (there's at least one case of a bad guy with a banned archetype, for example), so even if the list didn't appear in the additional resources, if it was ok by RAW (I'd need to see AP text to confirm), it was a valid choice.

The main potential issue I'd see is with the Run as Written rule. In my experience, when summoning is part of a character's tactics, they generally specify what the character summons. It's possible that was invalidated, I suppose, but it seems unlikely.

Yeah, I should see if I can get a peek at the BBEGs tactics. My friend said they summon a vargoulle or yeth hound on round one, and has invisibility sphere already cast. After that, I don't remember if there were any other spelled out tactics.

The specific enemy in question can summon the normal monsters listed in the Summon Monster spell, plus the Vargouille and Yeth Hound due to her Expanded Summoning List supernatural ability.

The expanded summoning options you listed (from AP #53) is only for followers of Irori, which I doubt our NE Blackfire Adept is. Therefore, it is probably safe to assume that the summoned monsters should be selected only from the standard list plus the 2 additions listed in her stat block.

If she had a specific deity that she followed called out in the scenario, and there exists an expanded summoning list for that deity, it would make sense to be able to use that.

Her tactics use the wording "summons allies while invisible" so anything she can summon is fair game. But as people pointed out she does not have access to the Tiger.

Ah, I thought there might be a special limitation for that list.
