You can train now, in other settlements, and I really don't think they should change that.

If they close out training to all but those of that settlement or its allies, it will hamper the desire to travel far and wide (exploration). Let settlements charge an outsider's fee, that's fine, but not limit training to just your local area.

I'm pretty certain charging for training of outsiders is in the plan. Support is an entirely different question. It would be good if secondary companies could support, so that allies could provide support as well as training.

Nations may also address non-settlement support. So many questions....

I disagree on allied support; I think that would trivialize the support model by removing all the hard decisions from the equation. If the town next to you has trainers for everything that you don't train, there's no need for either of you to dedicate small plots to support structures instead of crafting facilities.

I don't think of secondary companies as "allies" since secondary companies cannot have any settlement affiliation. If you're a member of a settlement-agnostic group that supports some of your personal training, that's great for you but doesn't directly play into settlement dynamics as such.

I'm using allies as personal allies, as in "other people you like to hang out with" as opposed to "official training allies of your settlement." If they aren't my allies, why would I want to be in a secondary company with them?

It will all probably end up open training for everyone. Then prices will vary based on your affiliation with the settlement.

Settlement/Company Prices, Ally Prices, Friendly Prices, Neutral Prices, I don't like you prices, and I hate you prices, lol

If secondary companies can hold, er, Holdings, then there might be some space for Holdings to provide limited training support as well as training. A watchtower might, for example, support the Fighter role. A shrine outside of a town might support the Cleric role.

Of course, secondary companies can't pledge to a settlement, so they might be vulnerable to aggressors.

Be nice to have some dev input here as to the plan since it may or may not dictate what settlment they must be in.

The plan (eta: in 2015; more precision as we get more visibility on other tasks):

Your Settlement will have to be allied with another Settlement to use its trainers.

Your Settlement will have to have built "support" structures (which are smaller and you can have more of them than full on Training structures) for Feats that your Settlement cannot train to enable characters to use those Feats - without a support structure, use defaults back to what NPC Settlements can support. (Yes, you will need support structures for your allied trainers.)

Some Holdings will have training & support functions but they will not be as good as Settlements. Characters who are members of NPC Settlements may have Holding options that are better than NPC Settlements, but still not as good as PC Settlement membership. Holding training & support will be much more limited than Settlements.

Possible iterations (no eta and even potential to be Crowdforged):

Allowing non-aligned characters to train at your Settlement for a fee of some kind.

Allowing some Company members who are not members of your Settlement or an allied Settlement to train at your Settlement with or without a fee of some kind.

Having different levels of training available for Allies vs. Settlement members.

I must admit, I would be happy to simply have a blacklist for settlement facilities at the moment.
