No. Masterwork tools don't exist for all skills but if it could possibly exist I believe it still fits "Masterwork tool".

"Custom Items" are things like crafting an amulet that gives you Stoneskin 3/day, or a 19 charge wand of Magic Missile, CL 7th.

Masterwork Tools are defined in the Core Rulebook as their own entry.

They're also one of the few items highly subject to table variation, so it's best to be conservative when purchasing one.

But since the Training Harness exists, and for less, I imagine this particular example should be readily acceptable.

Well, in a core only game we get to ignore all the verbiage on masterwork tools in UE. This is the only text on them in the Core section of the PRD:

Yes, but "tool" is a very broad term. And Mike already ruled on this, I believe.

Ah - found the rule clarification. It's from before I started playing PFS, which might explain why I hadn't run across it before.

So, basically, you can have a masterwork tool for a reasonable skill, even if such an item isn't explicitly called out in the CRB. It would be pretty hard to claim that "Handle Animal" wasn't a reasonable skill for a Druid ...
