my question is simple i just want to know what area a web spell occupies whe its casted
so i have a ceiling 10 feet tall and i cast web does it creates a 20 ft radius cylinder with 10 ft height assuming its been anchored between the floor and the ceiling

No, it creates a web. Webs aren't cylindrical, they're a net formed in between the anchoring points.

Uh, what? The Web spell doesn't just make one web, it makes a 20' radius of webs--multiple webs--crisscrossing and whatnot throughout the area. The spell itself even refers to the webbing it creates in the plural.

Yes, if you have a 10' ceiling, the web will not be able to expand up/down to its full extent and you will effectively have a 20' radius cylinder 10' high.

Well if you want to nitpick then if you target the spell five feet in the air then it will produce two cones and if my geometry doesn't fail me the cone will occupy a floor space with a radius of about 11 feet. From what I've seen most GMs typically give a fairly generous approximation to the size of a web but with a ten foot ceiling and no walls to anchor to, web shouldn't be affecting much more than a 20 foot span. I think you may be able to squeeze a bit more out of it if you aim the spell higher but what can I say I prefer to stick with geometry that's as simplistic as possible.

Wait sorry, I think that everything I said above is wrong. It's 20 feet from the center of the spell isn't it. So that means an affected floor space greater than 19 feet but less than 20 feet in radius. Centering the spell at the midpoint between the floor and ceiling is optimal since the radius is fixed and you'll be losing total length otherwise.

No, spells are the size they state. You cannot reduce them without special class abilities or feats (I can't think of any off the top of my head, but I am willing to bet at least one exists).

Why, what is your goal here?

You can cast spells at a lower caster level (provided it's high enough to cast the spell) but it only changes caster level dependent effects (and it must be the same caster level for all of them). Since Web has a fixed radius you can't voluntarily make it smaller.

If you want something with a lot more fine tuning you want psionics. That has a lot more "spend X power points to increase the DC/radius/range/whatever".

in a small room web can be troublesome for my teanmates so i was looking for a way to avoid hampering movement for my team

If size is a concern, use Web Bolt or Adhesive Spittle instead. There is no spell that is appropriate for every situation.
