That's not what the text you qouted said.
I can't understand not speaking Flail Snail, but it seems a bit harsh that someone couldn't learn to read it if they wanted. I guess scrolls of comprehend languages will do the trick for that.

Ah. Didn't realize your reply was regarding my quote from further up thread.
In my original quote, posted right after Additional Resources was updated, I quoted the Bestiary 3 wording. Flail Snail is the only language not allowed from that source.
My reply to your reply was pointing out that some languages from other Bestiaries were also made illegal, such as Drow and Aboleth, from Bestiary 1.
So, confusion on both fronts.

Flail Snail language
Comprehend languages will allow the caster to read/understand the slime trails (as they are written).
Amusingly, Tongues, will be of no help.
It is possible to speak in Flail Snail... even in PFS. It will require a Spell storing item, Share Language, and some skill with alchemy(to mix the slime) and an assortment of snail flail slime. The snail will have to cast the spell upon you.
