Do Half races count as human for the purpose of the Ranger Favorite Enemy Ability.

Yes, they do. They essentially gain the Humanoid (Human), Humanoid (Orc/Elf), and Humanoid (Half-Orc/Half-Elf) subtypes.

To add to what Bronnwynn said, lots of people believe the Planetouched races to be "half-human", but they're actually their own category (Outsider - Native).
