The Free Highlanders is a general agreement to reduce inter-settlement misunderstandings and to support training, trade and commerce in the north.

It currently consists of:
Alderwag
Flackfeather Keep
Forgeholm
Guardheim
Ozem's Vigil
Stoneroot Glade
Tavenhold
Terra Firma

Other settlements of good will that wish to work beside us on inter-settlement training and trade and the suppression of banditry are welcome.

Out of curiosity, genuine of course, what exactly do you consider banditry?

Will it also include the raiding of outposts?

Will you concern yourself with said banditry, just within your own region or throughout the entire map?

I am not speaking for all members of the Free Highlanders in this, but will share my interpretation of how your questions are answered.

I'll borrow from Ryan. We haven't defined banditry, but I'm pretty sure we'll know it if we see it. Our concern is to protect the freedoms of our citizens to make their own way and have what they hold. Raiding of our outposts that interferes with commerce will be dealt with. On the other hand, any actions around tower holdings will be arranged privately between settlements and their companies.

My understanding is that we will cooperate with others in the region to ensure as safe a living as we can for our settlements. We have no interest in imposing our ideals on other people. As long as our own people are secure, we are content. Sometimes that will mean sending guard details along with our merchants. Those guards will eagerly protect their charges.

Individual settlements, such as (but not limited to) Ozem's Vigil or Tavernhold, may have different feelings about what is or is not acceptable, and how hard they should work to carry their beliefs outside their own borders. They do not act on behalf of the Free Highlanders in that.

With the 3 of us in an alliance, I think you have nothing to fear there.

Edit: May have misunderstood context. I originally read that as you hoping Tavernhold maintains good relations with Stoneroot glade.

I do hope that. While they're dropping out of the regional agreement, they might want to drop the local alliance, too. I dunno.

Ah! Well I don't want to speak for them, but I'm pretty sure the goal is for us to all become closer in the days to come, not the other way around.

Talonguard never joined the highlander pact, but no worries, we still love you. TEO's NAP covers what were the important parts of the highlander pact for us, and our local agreement covers everything else. It's probably the same for Kabal.
