Well another advantage is attracting players on the fence. I'd be willing to bet there are more players who are not attached to companies than those who are, and being able to say 'Join us and level now' can be more attractive to some players than saying 'Help us capture more towers and then you can level'.
You don't lose the role level, and I'd bet some players will be highly motivated just to achieve that as a self proclaimed goal. I know I like being able to say I made Cleric Level 9 to the outside world even if it doesn't mean much to anybody who kicks my ass in game. :)

As has already been posted, those would be hard to work out. Still there would be much to be gained through close cooperation. Look at how many skill paths are required to craft finished products. Is it better that a few from each settlement fish for recipes or that several settlements fish and share what is usable amongst each other? Wouldn't it be nice to know that the refined parts you need are just a door or two away instead of having to try and take on all the needed craft paths in your own settlement? When we all get large, that won't be such a problem. For some of EE I believe that it will be. :)
We (Ozem's Vigil) would be most happy to work some of the possibilities and synergies with the other friendly settlements in the general area (or anywhere for that matter).
