I came into the thread expecting to see an example from Princess Bride or some other classic. I was very pleased to see multiple classics. But to see a quote from Street Fighter, that takes the cake. (Probably one of the only 2 good lines in that movie.)

I like big villains as well as memorable henchmen. These may not be the best quotes, but I feel they are quotes that summarize the characters the best (brutal, crazy or even just creative and wily):

You know what I've noticed? No one ever seems to care when things go according to plan, even when the plan is horrifying. Like if I were to say that tomorrow a gang-banger would get shot, or a truck of soldiers blown up, nobody panics. Because it's all part of the plan. But if I say that one, little old mayor would lose his life? Well, then everyone loses their minds! Introduce a little anarchy into the equation. Upset the established order and everything becomes chaos. I'm an agent of chaos. And you know the thing about chaos? It's fair.

Also, because I've been playing through the Mass Effect recently series, I feel I should include this one too:
