The net effect is +10 times the damage factor in damage, reduced by low attack rolls. What percentage increase that is varies by many factors, mostly target resistance.
Maybe what we need to do is to compare that +10 bonus to the other bonuses that we could place in the Reactive slots.

I might be confused but I thought they slotted in the same place as things like heavy weapon specialist - not reactive slots ???

You're probably right. I've also been typing in a thread about Reactive feats, and my brain carried that word over to this thread.
Edit: Wait, that is this thread! Regardless, I don't remember which boxes the Sneak Attack feats go in.

So the rogue features are what specify the sneak attack conditions, etc, and go in the sneak attack slots.
The Rogue Reactives all trigger off of Flat-Footed and anybody can use then in conjunction with whatever other Reactives they like. Leveling them, however, requires Subterfuge points.
I'll test Reactives when I can get in to Alpha 11 and, uh, have a weapon to fight with... tonight or in a day or two.
I would do this, though, as my test:
Slot the Master of Opportunity that does Knockdown (20% chance), take a club or other weak weapon, and go clubbing Goblin Scouts while they attack you. They always provoke since they always attack with range. You should eventually see one get "knocked down." You could also slot another MoO too, like the one that applies slow. Be sure you are using an attack that only does damage.
Equip a Critical Reactive that applies Slow or Afflicted or Bleed or whatever you like. Go attack anything you like but ONLY with an attack that does not, it self, apply a debuff (any debuff!). When you see a Critical Hit register, you should see the Debuff flags pop up on the baddy but *not* on yourself (anymore).
Finally, slot a Rogue Reactive and the Feint Utility. Go hit a goblin with feint then hit them with a basic attack that does not apply any debuffs. Again, you should see the debuff flags pop up on the goblin after your attack (but not on you!).
Huzzah! I'm back, baby! :) Now I need to get back to work...

It compares very favorably to Protection Domain, which is a small increase to resistances.
It's about even with weapon specialization, given complex factors.

I have determined that 1, and only 1, reactive is safe to use:
Master of Opportunity: Stop
It applies Interrupt (20%+) to opponents with opportunity.
Since the Interrupt doesn't trigger until the end of your attack, it can't actually interrupt you- even if you are targeting yourself with a healing spell.
