With EE coming soon, I am looking for map editing software so I can add my own marks and notation. My only limitation is it need to be free. I don't have the funds to pay for any thing at the moment. I know there is lots about and hoping with our community, some one will know a really good one.

Paint.Net is good thought I have been mostly using GIMP recently and it seems more robust.

Not surprised, Paint.Net is almost 15 years old now.

Google Draw may have enough features to meet your needs. It's also very easy to share and collaborate.

I mirror Duffy's comment, I use GIMP for pretty much everything I need along these lines.

GIMP is great if you are pretty good with computers. MS Paint is pretty basic, but also foolproof.

I personally use campaign cartographer and love it, but its paid software.

EDIT: Hexmapper is also *really* useful software for PFO. And its free, last time I checked.

GIMP takes a little getting used to, but it will do the job.

If you aren't super familiar with image editing software learn how layers work and interact, once you have that down it's very easy to do cool things.

GIMP is multiplatform too, so if your sharing with your group, Mac users can edit it as well.

Alternately, could always convert to PDF and then use annotate tools.
