Yes. Typically, if something doesn't specify "your location" or "another location" it applies to any location.
Think there was a thread about this somewhere on the forums where a dev specified that was the case, but couldn't find it. There is this, though.
But yeah, this is no different than a blessing saying "add one die to a check" if the card says you can do it, that's all you need.
There was another thread that stated the encounter still technically occurs at her location, so effects that trigger at her location still apply.
As soon as we hit roles and can start encountering the boons she explores, I'm just going to sit her at a location for a positive or neutral ATL power, or a closed location, and use her to explore everywhere else.
Keep Ranzak [Kleptomaniac] with her for extra boon grabbing craziness.
