I always find these gamers both funny and strange. It's as if they either ignore you when tell them the background. Or don;t read the notes sent by email about the campaign world. If you hate aspects of a certain campaign world why even join the game or make a character.

Yeah I've had a few of those cases over the years. Bring characters massively inappropriate for the campaign and/or complain about the basis of the campaign.

If you don't like X so much, why did you join what was clearly stated to be an X campaign?
And if you are so sure you know what will be so much better for everyone, why don't you step up and GM a campaign for once?

I love off-the-wall, odd characters. Not for being a special snowflake, but I've learned over the years that a cool DM can take whatever you throw at them, and spin a hell of a story off it. Of course, this requires talking about character options beforehand, but still.

Back in 3.0,or 3.5, can't recall which, I once had a DM that let me play an elf-based lycanthropic dragon (to be fair, he suggested dragon for the 'animal' half), naturally coming in at appropriate level adjustment.

Over the course of the game, the character got embroiled in a covert war between Chromatics, Metallics, and Crystal dragons, using the 'morsel, I mean, mortal realms' as tools. The rest of the party was adventuring for the huumanoid kingdoms that were being manipulated into war (wasn't revealed until later). My character (must be 3.5 now that I think about it, should have been a dragon adept or a dragon shaman) was kind of the 'sleeper agent' among them...

Ah, fun times... Anyhow, that inspired me to give strange or unusual characters a try whenever I DM. I just lay down the ground rules that, if it doesn't fit in my campaign, the player's going to have to work with me, and concede when necessary, as to how and why it's in said campaign.

That said...

He doesn't always bring his dice... But when he does, he hurls them against the wall or in the trash when they roll poorly.
