Local Banking and Territory Control

Has there been any word on if there will be local banking? If so, how will the loss of a settlement be handled? Would the new owners be able to take all the stored loot? Would it just sit in storage until you could regain control of the settlement?

I certainly hope that banks are in fact local, as well as auction houses. I also hope that they are both lootable if sacked. However actual liquid assets in your wallet are likely not lootable.
