I have a lot of information to compile here. I've tried to format this in such a way where you can just read the bolded lines for the short answers, but more details are given to cover any areas of concern.

Settlement: Talonguard
We're currently located at K in the land rush, and aim to keep this location. We've chosen this location because it will eventually be the likely first stop along the road for good aligned characters. The good aligned starting city (which is not yet implemented) will be to the NorthWest of the land rush map along the road. We wanted to make sure that good aligned characters' first experience in the game outside the starting area is a good one. Talonguard has themes of independence and protection and this location is in keeping with that.

Alignment: Neutral Good
We lean more towards law than chaos, and strive to keep a high reputation. There will be paladins and lawful good characters on our streets. As such, evil would be hard pressed to find a permanent home here and chaos is questionable. True Neutral are allowed but we prefer that they are more good-leaning than evil. Chaotic Good characters may be able to find a home here depending on how they live out those alignments. Desnans, for example, are often chaotic but not necessarily for reasons of violence. Our primary concern with our residents is that they do not keep a low reputation, and therefore stunt settlement development.

Chartered Companies: Magistry, Steel City Knights, Ash Knights, Dragonblade Mercenaries
Magistry - A tight knit group of settlement minded players dedicated to Talonguard's success
Steel City Knights - Another tight knit group of friends and adventurers
Ash Knights - A division of Magistry players. Participation in one guild does not represent participation in the other. The Ash Knights are an order of protectors and more PVP focused. They specialize in protection of Talonguard as well as its supporting Outposts & POIs, but may see to affairs outside the settlement's interests as well.
Dragonblade Mercenaries - "Your coin, is our promise" Mercenary guards for hire.

Settlement Focus: Protection/Fortification, Specific Craft Facilities, A Strong Economy, Arcane/Martial Training Facilities (See below for other class training)
Protection/Fortification - Our biggest aim is to protect our resident companies and citizens. We'll be aiming in general for settlement upgrades that help with the defense of the settlement as a priority.
Craft Facilities - We will try to support all crafts to some extent, with a specific focus on the crafts used in settlement construction, settlement defense and crafts that utilize highlands hex resources.
A Strong Economy - Not originally a focus, but being at a crossroads on the map we will certainly utilize our position for positive trade and economy.
Arcane/Martial Training Facilities - No settlement can have everything and so our focus will be on arcane and martial training facilities. However, we have secured diplomatic relations/training alliances with a settlement that focuses on divine/rogue facilities.

Who We're Looking For!: Companies and independent characters that are either settlement or protection minded. If you are otherwise good-natured and want to make your home in a place like this, we're interested in you too.
Would-be members of any of the chartered companies listed are of course always welcome. We're also seeking more chartered companies to share our walls with for a strong society made up of independent companies and individuals. We want to provide the freedoms for each resident company to do its own thing without expectation. The only expectation we have is that you defend your home in time of need. We hope to see more settlement minded groups take up residence with us.

Only alignment concerns come to mind. As a Neutral Good settlement (with more of a lawful leaning than a chaotic one) certain RP might clash with other characters at the settlement. I'm sure the settlement wouldn't take too kindly to one of its members putting out a contract on another.

We've been reluctant to label any of these since we really have no idea how they'll be implemented. We favor the oligarchy (ruling council), and we'll be getting input from companies and independent members of the settlement on as many issues as we can. The specifics of when council members are changed and how it's done have not been worked out yet, and likely won't be until in-game mechanics are made available and we know how those work.

I can't promise the exact numbers, but I think we'll have an RP presence both in Magistry and in Talonguard. I've never actually been the biggest RPer myself, but I think a good portion of the 25-26 we started with have a strong PFS background and I expect some RP from those ranks. As far as I go, maybe I'll develop more a taste for it in a game where it's more routine to see, like PFO looks to be at this early stage. In games like EQ, WoW, SWTOR...really pick most any MMO...RP was rare so I just never found myself participating.

I'm with Toombstone - I'd enjoy seeing some robust immersive RP in an MMO ... but it really has never been frequent or viable enough to become involved.

I'm still deciding what type of PFO character I want to play given the MVP. One day ... ?Inquisitor? ... for early exploration, probably just a Fighter pretending to be something else.

I am also a firm believer in asking the tough question up front, so here goes:

(1) Does the Talongard leadership want to have characters who RP in their settlement?

(2) Will the leadership of Talongard be managed In-Character or OOC?

A simple example, lets suppose that my character is a tree-hugg'n druid type and there is a nearby forest that would be a great source of lumber for the community. Now, me as a player, understands the benefits of the lumber, however the character would do whatever he could to keep the forest from being defiled. Would this sort of RP be understood by the leadership for what it is, or would it piss them off to the point of not wanting to work with me as a player any more?

I ask this because Role-Playing breeds conflict... Ethical conflict, morale conflict, social, economic and racial conflict in addition to the occasional physical conflict. Are the leaders of Talongard experienced enough players to keep this RP conflict between characters and not impact the feelings between player?

I'm a great team player, but all character are bound to have some belief or personality trait that might differ from others which could result in conflict. I just want to make sure that these sort of RP things are supported and welcome within Talongard.

Because this is what separates just playing a game and making memories that will stick with you for a lifetime.

Please answer my questions.

Before I answer the questions, I just wanted to make a note about the "leadership" of Talonguard. Talonguard is designed to be a place for independents, and will have many companies and unaffiliated residents. We will want input from everyone when making major decisions. We eventually would like Talonguard to have a ruling council. (It is unlikely, because of possible abuse of the mechanics by large gaming organizations (4-chan, Somethingawful, etc), to ever be a straight democracy) The ruling council will have to be in touch with different areas/aspects of the community so that all are represented.

1. Absolutely, we want all kinds, and about 20 of the original 26 members of the Magistry are heavily into tabletop RP. A lot of them avoid these forums, but may make use of private forums eventually, and in-game interactions to role-play. Also Talonguard may have a new company joining us soon that has a focus on PVE and role-play called the Dragonfall Fellowship.

2. Some of both. As mentioned earlier the leadership will vary. We aren't a dedicated RP community and so we have no role-playing requirements as part of our settlement. If there's enough interest and manpower it'd be nice to have everything managed both OOC and In-Character. If you're asking about whether settlement decisions will be based off of OOC knowledge/meta or in-character experience the answer at this time is almost certainly OOC, with room for exceptions as long as they aren't harmful to the settlement's defenses. Positive GAME-play is our goal first and foremost. While we definitely appreciate and support role-play, and would like to see it be a part big part of everything we do, we've chosen a really valuable location to the game and need to be able to operate efficiently to ensure we'll keep it for the long haul.

In an ideal world we'll have someone translating all game decisions to RP experiences for our RP community. Whether we'll have people willing to do that and a strong RP community to sustain it remains to be seen.

In this example, if our settlement needed wood to sustain itself, a leadership decision would be to commence the logging! In-character though perhaps something could be worked out to plant more trees elsewhere, preserved. This of course is just a role-played compromise since I don't believe there will be mechanics of the sort. This reminds me of another post on these forums about whether we'll actually be "strip-mining" the land. If THAT was actually an issue then it would certainly be a good debate in character and out.

I hope in situations like this the players can make each other aware that these are in-character discussions/conflicts/etc, and never have things escalate beyond that. The core Magistry players come from a long history of tabletop and are certainly able to do differentiate between the two. "I want to go with you, but my characters wouldn't do that and it's really hard to come up with an excuse to make it make sense" <-- I've heard this more than once or twice around the table.

I settled on a strategy that basically mirrors a college student changing majors. Start along a path, learn, grow, refine, grow some more, end up as something different than what was projected at the beginning of the journey. Even though ooc that was the plan all along when GW released support for new roles, the growth and change becomes a foundational structure in the rp of it.

For you and Urlord and everyone else, I hope and believe there is more potential space in this game for rp than in others that become the living embodiment of min/maxing. I think a strong dose of RPers from tabletop seeking a much bigger table will be healthy for the game's culture.

While there can be those spaces, I think there will always be plenty of OTHER spaces that break rp and get concerned with the sheer existence of POIs, settlements, and other moment-by-moment practicalities of the game.

Thanks for your answers to my questions. It is obvious you want to attract all sorts of players and I support that. I am a bit concerned over the following quote, because it sounds like things will be kind of loose and willy-nilly.

I have lead settlements in other games and willy-nilly doesn't usually work. There needs to be some structure and rules in place, even for a settlement of independents.

- Will there be taxes? If so, what percentage?
- How will the tax revenue be spent and will there be oversight?
- Who decides who our allies and enemies are?
- How are quick decisions made and who makes them?
- When there is a vacancy in an important position, how will it be filled?
- What is the process for deciding what groups can operate in TG?
- What laws will be enforced and what are the penalties for not abiding by them?
- Who will be responsible for administering justice/punishments?

All these things I imagine you have spelled out already. It would be great if you could share them.

I think it's too early to make most of those decisions, myself. As I've said in other threads, there's more we don't know than what we do know and personally, I don't see the need to rush decision-making before more is known about the game.

When EE start, settlements aren't even going to be in yet. When our settlements are added, they'll just be raw proto-settlements and most of the features you're asking about probably won't be in. There's LOTS of time to make these decisions, and with questions as important as yours, they need to be the right ones. I'd rather make informed decisions later over taking shots in the dark now, learning more later, and changing our minds about everything anyway.

If Ath wants to address any of the specific questions in detail, or has some early thoughts given what we DO know, I leave that for him to answer. The above is more my general thoughts about making detailed decisions at this point in time.

Not willy-nilly, just involved. Don't count on seeing us undecided over issues indefinitely while everyone hashes it out, but we will be trying to hear the voice of the community (our community of Talonguard residents, not the gaming community at large). I don't like willy-nilly, I don't like fickle. We have things we stand for, they were set before the game started (in these forums, and in private) and overall our decisions will be in keeping with the goals stated in the first post. New issues will be dealt with as they arise and when that happens we'll take the input of the community into consideration.

Toombs is right in that answering a lot of your questions is difficult at this point as we have no idea of the mechanics in the game.

- Taxes? Not sure, a lot of settlements are touting 7-10%. This sounds alright but is that enough for sustainable growth, is it a crippling amount to residents? It's hard to say without knowing more about game mechanics such as settlement costing, crafting costing, etc. For now our plan is for our taxes to be in keeping with the 7-10% touted by most, but to keep open eyes to whether that is stunting growth of either the settlement, or the skills of our residents.
- Revenue Expenditures will be in keeping with the original post's settlement focus. There is oversight right now in the Magistry officer core, but a final committee or council won't be established until early enrollment and will likely be formed from active representatives of many of the chartered companies involved with the successful creation of our settlement.
- So far this has been me and the Magistry Ambassador (that floating eyeball guy). This will expand to be the responsibility of the council after early enrollment begins. We've already been getting input from the chartered companies that have joined our settlement.
- I suppose it will depend on the type of quick decision we're talking about. In the end though, if it falls back to one person then the person you're probably looking for is me. So reading through my posts do I look reasonable and like my decisions would be in your best interest? It's a good question to ask. Once systems are put into place other than "dictatorship" it is a question that will have to be readdressed. We'll be some form of oligarchy, and "quick decisions" might be a bit different then depending how the game mechanics works. If you're asking if we'll let the issue sit just to get every member of the communities opinion though, the answer is no. Community input comes more into play with long term plans and things we can take time to accomplish. Either way, decisions that need to happen quickly, WILL.
- The initial council is being formed from representatives of the Magistry, joining companies and individual residents. They've been, and will be, selected by me and the Magistry officer core and are people with ideals in keeping with all material advertised about our settlement. When a position is vacant it'll be brought before the council to fill, and most likely be based on community involvement.
- Pre-Game "defense of the settlement" is based almost entirely on population. We are pretty accepting of groups in keeping with our alignment, and I always warn/point-out to those groups that we won't tolerate characters of low reputation stunting settlement development. Unless you meant something different by "operate"?
- We have no idea what the law system will look like in game. Right now all we can say is keep your reputation in decent standing and no griefing. Issues with either can result in expulsion.
- Issuing out justice is still in discussion. For larger scale issues we'd likely be looking to the Ash Knights, our in-house protection force. If you're referring to the law system again, then we really need to see the mechanics to give a clear answer.

It really won't be until early enrollment when we finally hammer everything down. Maybe we'll borrow that hammer from hammerfall, but we'll need some bolt-cutters to break the chain. A lot of our members don't really want to be part of the "pre-launch forum game" and are waiting to see how the mechanics play out in game before having an opinion. Me and Toombs were just the ones sent here to stir up trouble, I think we do a pretty good job at that.

I'd just add - and I'm not saying that you, Urlord, necessarily need this reminder - but this isn't a tabletop RPG. In tabletop, you're basically limited by your imagination and if you start planning something like settlement operations, you can make all kinds of decisions right from the get go.
Here, we have very real limitations on our decision making based on game mechanics. Game mechanics that we know very little about, yet are crucial in differentiating a good decision from a bad one.
I'd rather make good decisions, than hasty ones.
At this point it's hard to have anything more than big picture plans, and you add the nuts and bolts as more information becomes available.

I'd be fine fast forwarding a couple months with no positions changing. I still haven't heard anyone say they're unhappy with their hex, but I suppose if they were, they may not advertise that.

The Settlement of Talonguard is still seeking individuals and companies to join us in building a strong settlement at the crossroads in the North.
All who are of good alignment, or true neutral, are welcome to join us.

Talonguard hopes to be many things. We hope to be a helpful and stabilizing influence in the Northwest, so that the new player experience in that region is a positive one. We hope to be a trade hub, since we are on the crossroads and will be an easy meeting place for many. We hope to be a top-tier settlement, providing every possible advantage for its members. And most importantly, we hope to be a close community who works hard for each other and for Talonguard. We want everyone who joins Talonguard to end up thinking "Man, the people here are awesome. I am so glad I chose this settlement."

What we are not interested in, however, is playing World Police. Our focus is on the betterment of Talonguard and its members, primarily, as well as trying to ensure a positive new player experience in the Northwest. We are also not interested in trying to micromanage the activities of Talonguard's residents and we encourage everyone to explore their own interests. This is a game, games are meant to be fun, and we all have fun in different ways particularly in a sandbox like this one. So maybe the best way to sum up Talonguard is we want it to be a settlement that maximizes fun both for its residents, and for new players.

Talonguard hopes to be many things. We hope to be a helpful and stabilizing influence in the Northwest, so that the new player experience in that region is a positive one. And most importantly, we hope to be a close community who works hard for each other and for Talonguard. We want everyone who joins Talonguard to end up thinking "Man, the people here are awesome. I am so glad I chose this settlement."

What we are not interested in, however, is playing World Police. Our focus is on the betterment of Talonguard and its members, primarily, as well as trying to ensure a positive new player experience in the Northwest. We are also not interested in trying to micromanage the activities of Talonguard's residents and we encourage everyone to explore their own interests. This is a game, games are meant to be fun, and we all have fun in different ways particularly in a sandbox like this one. So maybe the best way to sum up Talonguard is we want it to be a settlement that maximizes fun both for its residents, and for new players.

Magistry - A tight knit group of settlement minded players dedicated to Talonguard's success
Steel City Knights - Another tight knit group of friends and adventurers
Dragonblade Mercenaries - "Your coin, is our promise" Mercenary guards for hire.
The Dragonfall Fellowship - Monster hunters with a PvE and Role-play focus.
The Lightbringers - Explorers and exterminators of all that is evil (PvE Focused).
Ash Knights - A division of players from all Talonguard companies. The Ash Knights are an order of protectors and more PVP focused. They specialize in protection of Talonguard as well as its supporting Outposts & POIs, but may see to affairs outside the settlement's interests as well.

Hmm as the crow flies it looks like about 1-2 hours depending on conditions. Maybe... I'll visit on the major holidays. You know, Taxfest and Thanksgiving.

Hmm, did I check in here yet? Talonguard will be my home. Crafter/gatherer/diplomat... errr, along those lines. Let's see what the alpha streamers show us! :)
